Who Let the Dogs Out? Animal Control and NH Local Government

September 22, 2016.

New Hampshire statutes regarding animal control powers and duties vested in local government are a mix of 200-year old laws and traditions, coupled with laws of recent vintage.  All New Hampshire municipalities have animal control responsibilities, but these may be ill-defined, and lines of authority may be vague and uncertain. 

Against this backdrop, this seminar seeks to review current laws and practices along with real-life guidance from experienced animal control officers who are on the front line of dealing with problems as diverse as:

·         Barking, nuisance and menace dogs and domestic and animals running at large;

·         Rabies responsibilities and licensing concerns;

·         Damages caused by both domestic and wild animals;

·         Neighborly disputes between animal owners.

The faculty for this seminar’s discussion, analysis, and guidance on municipal animal control responsibilities includes:

Attorney Patricia Morris, Center Barnstead, NH

Municipal Consultant Daniel Crean, Pembroke, NH;

 Speakers from the Animal Control Officers Association of New Hampshire, including: Robert Langis, Corie Bliss,  Jana McMillan,  Sheila Johannesen, and Rene King

Christopher McKee, NH Fish and Game Department

Specific topics planned to be addressed include:

  • Historical Perspective on the Law
  • Overview & Analysis of, and Guidance on, Current Laws
  • Dealing with Strays, Animal Bites, and Nuisance Domestic and Wildlife Animals
  • Practical Enforcement Tips  
  • Communications Between ACOs and Municipal Lawyers
 

 

This seminar intends to provide 150 minutes of educational programming for full attendance.

 

Registration fees (for registrations received on or before  September 15, 2016, with electronic delivery of materials):

 

Lawyers:  $35 for NHMLA Members; $ 50 for Non-NHMLA Members
