In 2013, NHMLA presented a CLE seminar on Regulation of Hawkers, Peddlers, & Panhandlers. Since then litigation has continued to define and refine the interplay between constitutional rights of panhandlers & local governments. Most recently, the US District Court for New Hampshire addressed the Manchester ordinance with commentators suggesting that similar municipal ordinances will be at risk. This seminar examines that decision and others which will help to establish a framework of permissible regulation of solicitation and panhandling.
The presenters for this seminar include Judith Wegner, Professor of Law Emerita and Dean Emerita, University of North Carolina School of Law. Professor Wegner has taught and written in the areas of legal education, land use, property law, state and local government law, and the rights of disabled persons. Jim Kennedy serves as the City Solicitor for the City of Concord, New Hampshire. As City Solicitor, Jim maintains a diverse municipal law practice, including an array of First Amendment issues. Gilles Bissonnette is the Legal Director of the ACLU of New Hampshire, advocating in the areas of voting rights, free speech, LGBT rights, access to justice for indigent defendants, and criminal justice reform, among others.
